Call with Google Voice in header menu

There is the phone number in the header with Call with Google Voice title:

Is there a plugin to make this active or is this just dummy text?

Yes I can edit the text through customizer, but do the end user need to have some Google plugin to make this work.

So Google Voice is an extension added to IE or Chrome. Don’t believe its an a plugin.
If a visitor to my site clicks on the phone number, nothing will happen if the Google voice extension is not installed in their browser. If nothing else, I’ll need to add a plugin that pops up a window for the visitor to enter there number and call me.
Is this your assumption of how that link should work – or can you tell me what the developer intended for Google Voice.

The Icon which we have added it just a text and does not have any dynamic function.
